Parliament scraps ‘no detention policy’The Rajya Sabha on Thursday passed the Right of Children to Free and Compulsory Education (Amendment) Bill, 2019 which scraps the ‘no detention’ policy. ‘No detention’ policy is a policy under which students up to class 8 cannot be failed in exams and their promotion to the next class cannot be withheld up to class 8. The bill however, empower the states to decide whether they want to continue with or scrap the no detention policy. The Lok Sabha has already passed the bill. Replying to the debate on the bill, Human Resource Development (HRD) Minister Prakash Javadekar said that Education ministers from 25 states are in favor of scrapping the ‘no-detention’ policy while four states said that they would keep the policy intact. "The Bill is leaving it to the states to either end the no detention policy or keep it," Mr Javadekar said, as he underlined that "driving out" children from schools is not the objective of the bill. "It says there should be an examination. Competition is not a killer. When children play, they also participate in a competition of sorts. So, they should take school examinations in the same spirit," he said. Mr. Javadekar said that the apprehension that school dropout rate will increase has no justified grounds. "There are no dropouts up to Class 8 as there is no examination. But there is 20 per cent dropout rate at Class 9 and another 20 per cent at Class 10. But 'you have not learnt what you have studied' is no education," he said. AIIMS 2019 | Last date of basic registration extendedThe last date for the basic registration process for the AIIMS MBBS 2019 entrance exam has been extended until January 14, 2019. After the completion of the basic registration process, the registration will screen the applications and applicants who have filled their forms completely and correctly will be allowed to register further for the exam. AIIMS will release the candidature list on January 16 and candidates will be given time until January 22 to complete or correct their forms. Earlier, final registration was supposed to begin from January 29 but now will commence on February 21. The registration process for the same will continue until March 12, 2019. However, there is no change in the exam schedule and exam will be held on May 25 and 26. Admit cards for the same will be released on May 15. Students who will appear for class 10 board exams in 2020 will have the option to chose from one of the two levels of mathematics. However, there will be no change in the curriculum for the class 10 mathematics. Students will be taught the same topics irrespective of the level they choose for the exam. The decision was taken to reduce the stress among the students who face their first major exams in class 10. Citing NCF 2005, Position Paper by National Focus Group on Examination Reforms, CBSE said “just like students and schools are allowed some element of choice in terms of subjects, similarly they should be given some element of choice within a subject as well”. As notified by the CBSE, the first level will be the same as the existing one and another will be the easier one. The existing level will be called Mathematics Standard and the easier one will be called Mathematics Basic. The two-tier level will not be applicable to the internal assessment. "The syllabus, classroom teaching and internal assessment for both the levels of examination would remain the same; so that the students get an opportunity to study the whole range of topics throughout the year and are able to decide upon the level of Board examination depending upon their aptitude and abilities," said CBSE in its official statement. The Standard level is for the students who plan on pursuing maths as a subject after class 10 and basic for the students who don’t want to take math as a subject after class 10. "A student will have the right to choose between the two levels of Examination at the time of submission of List of Candidates (LoC) by the affiliated school to the Board online." The program will commence from this year in March and will be conducted from institute units in Kharagpur, Bangalore and Kolkata and possibly in Hyderabad, IIT Kharagpur director, P P Chakrabarti said on Thursday. “A rigorous AI programme for professionals is the need of the hour. The programme has been designed by IIT Kharagpur faculty in consultation with industry experts,” Chakrabarti added. “The certificate programme by IIT Kharagpur is aimed at strengthening Indiaʼs talent pool in Machine Learning and Artificial Intelligence,” said Sudeshna Sarkar, Head of Centre for Artificial Intelligence at IIT Kharagpur. Earlier this year, IIT-KGP had launched center for Artificial Intelligence and now it has taken the task of training engineers and technical professionals in the field of Artificial Intelligence. The students will be selected from the working professionals and senior students. The course will comprise 16 one-credit modules and a capstone project. The statement further added that the main aim of the move is to provide quality tertiary healthcare, medical education, nursing education and research in the regions. Establishing new AIIMS will involve providing Hospital, Teaching Block for medical and nursing courses, residential complex and allied facilities/services all of which will be based on the AIIMS in New Delhi and other six new AIIMS taken up under Phase-I of PMSSY. The institute in Samba is expected to be up and running in 48 months while for the Pulwama, Kashmir AIIMS, the government has estimated the time of 72 months before it becomes operational. The AIIMS proposed in Rajkot is expected to be operational in 45 months. Each new AIIMS will add 100 MBBS seats, 60 B.Sc. Nursing seats, 15-20 Super Specialty Departments along with 750 hospital beds which will include Emergency / Trauma Beds, AYUSH Beds, Private Beds and ICU Speciality and Super Speciality beds, a statement said. Construction of new AIIMS is fully funded by the central government. All the operational and maintenance expenses will also be borne by the same.
